RESEARCH QUESTION 01
Look beyond the base zoning layer when preparing the concept
San Diego’s planning department provides maps for zoning, community planning areas, transit priority areas and several other development-related layers. Its mapping resources also include environmental and infrastructure information. Assemble the layers relevant to the property and note the questions they raise for the intended use and scale. Ask the appropriate project advisers which records affect the concept before relying on a development program. An apartment proposal and a restaurant conversion may need different follow-up even on the same corridor. Keep any unresolved parcel constraints visible in the financial scope instead of deriving an allowable project from one map alone.

Choose regional evidence that matches the customer question
SANDAG’s open-data resources include regional maps, community characteristics, transportation forecasts and commuting information. Select a dataset because it answers a defined question about the site’s potential customers or access, and record its geography and observation period. A model of future travel is different from a count of present activity. Likewise, regional household totals need a clear connection to the neighborhood a restaurant or laundry could realistically serve. Compare the study area with the relevant municipal boundaries and customer routes. Where broad data conceal local conditions, supplement them with property-level comparisons and observations from the actual catchment.

Use airport reports to investigate lodging segments
San Diego International Airport publishes monthly traffic information, annual summaries and historical reports. These records help examine the timing and composition of airport activity, but passenger movements do not equal unique overnight visitors or occupied hotel rooms. For a lodging study, identify which guest segments the proposed property could serve and how those travelers reach it. Compare the concept with hotels relevant to those segments and document the assumptions connecting travel activity to potential stays. Use a completed reporting period and test seasonal variation separately, rather than spreading a regional airport total evenly across the proposed hotel’s operating year.
